In a recent DP Challenge I chose to experiment with an out of focus subject. Though the subject is still dicernable I feel that it is a little too out of focus to make a strong enough statement. Also, the strong coloured foreground object may have too much presence.

Well, for me the subject IS the yellow hydrant. Its just so 'in your face' that the eye doesn't get past it to see anything else.
Great, comments work. I agree with Falc. The subject is the hydrant here. Actually, I do like the photo!
I agree with what the others say. I think it would maybe have worked better the other way around, with the hydrant blurred.
I'm working on this rule right now and am trying to have 3 planes: foreground, actual subject, and background. It's tricky to indicate what the subject is when it's out of focus. In your example the fire hydrant appears to BE the subject...maybe with a low angle that had a car or bicycle 10-20 feet in front of the fire hydrant? Try keeping the hydrant as the subject. Most fun!
I like this photo quite a bit.
I agree with commenters above that the subject seems to be the yellow hydrant, not the house, and that the amount of oof for the house doesn't have that much to do with it. Now, if the house were going up in flames .... :)
I like the amount of blur in the building, it seems just about right. I don't really know whether the shot would work with the building in focus and the hydrant blurred, as I reckon that most observers would dismiss it as a crude snapshot where the photographer managed to leave an extraneous object in the frame. In other words, I like this as it is.
